Unblacklisting a subscriber is possible in SendinBlue, but it is completely illegal if the contact has asked to be removed from your database. If you reinsert the contact against their will, you are breaking the law.

If you want to unblacklist a contact due to an error, follow the steps below.
Go to the "Contacts" tab,
and click on "Advanced Search & Segmentation" to start a search.
The "Search Conditions" then allows you to isolate your blacklisted subscribers by selecting the "Blacklisted" search option.
Tip: Don't forget to click on "Search" in order for the search process to work.
From your results, click on the subscriber that you want to unblacklist.
On the next page, click on "Unblacklist" and "Save".
